I want to move existing child elements below a new parent element. I am not able to use drag and drop to move them.
Solution
Create a new parent element (or use an existing one)
Under this parent element, create a placeholder element (e.g., folder) as a new child element
Drag and drop everything you need
Delete placeholder element
