QMS says it needs Metadata 4 or higher installed.
In such a case/constellation:
PMC is installed
Metadata is installed/managed separately (not as bundled app of PMC)
the user wants/has to use the bundled version again
you should proceed like this:
uninstall Metadata
uninstall PMC
install PMC again (use the uninstall+install of PMC over just reinstalling PMC)

The bundled Metadata looks and feels different and has no license details.
